Cabinet has resigned following a vote b.v the Chamber of 274 to 221 separating tax payments from the Finance Bill which the Government had made a question of confidence. M. HOPE. Bill will be passed by both Houses before he goes to Geneva to-morrow is likely to be disappointed unless tho Chamber speeds up. The debate is at present proceeding at a snail's paee. v There are 66 articles and the present rate of voting is one to every two hours, the deputies persisting in moving unessential amendments with mostly no chance of adoption. The defeat of the Government is attributed to the action of a number of Moderates who misinterpreted an inoffensive remark passed by M. Briand to an Oppositionist who announced his intention to support tho Government and M. Briand.
