PEKING, February 24, Tho American newspaper, the "Peking Leader," in an editorial, commenting on the Canton Customs Commissioners' demand, says:— "If the Canton Government does not stop the seizures of goods before passage through Customs, it either acUnpwkdges its lack of authority over the strike pickets, or definitely repudiates the treaties. "For some time tho Canton Government has maintained it is independent of Peking, and has tried to get recognition by the Powers ag an independent Government, yet up to the present it has accepted the Customs administration as controlled from Peking. Much the same sort of domestic independence, with recognition of Chinese unity in dealing with foreign Powers, has been maintained by other parts of China. "This has been the basis of the attitude pf the Powers to China. If the Chinese authorities at Canton, and elsewhere, refuse to assume this unity in foreign affairs, it may mean the breakdown of-the nominally National Government. Tha Powers might then ha compelled te deal individually with the separate ports of China, which would enormously complicate the already confused situation, and might even create a danger of partitioning the country."
