BOROUGH COUNCILS.

RICCARTON. The Riccarton Borough Council met la*l evening at the Council Chambers. Mr H. £. S. Kyle, M.I 1 .," Mayor of Riccarton, presided, and the ioV.cwijif; councillors were present: Messrs A. F. Fisher, A. E. Steere, H. Minhire. H. W. Wise, T. M. Ford, and R. H. Rankin. The financii:.' statement showed a credit ba!«.nco of £SJ2S 9s 6d. The Works Committee recommended lhit a letter be sent to the Christchurch Drainego Board objecting to the closing of two loads, Kilmamcck street and Matai street without due notification. Cr. Wise pointed out that tho closing of roads without notification caused much inconvenience to tradesmen and to the CTdinary travellers. It was only far that residents and tradespeople should be notified. On the recommendation of the Works Committee, it was decided to place an advertisement in 1 he newspapers to the effect thit dustmen will, in the future, take no petrol tins or tins <."' a like size tin'ess the tins are flattened out. also that tenders he called tor installing drains at Haslam's corner und Stafford street. Regarding the question of advances on sewerase connexions for ratepayers in the. borough, Cr. Ford explained that this wculd be the largest loan ever raised bv the Council, and a poli would have- to be taken. A rate would have to be struck, but this would not necessarily have to be levied. Approximately 2500 residents of the borough would requite sewerage connexion, and of this number 1125 would require loans. .The matter was not one of extreme urgency, but would havo to be considered. NEW BRIGHTON. The New Brighton Borough Council met last night. Present: The Mayor (Mr J. Gamble), and Crs. .T. H. Shajv. W. R. G&hagan, E. A. Langford, J. Soott, H. A. Glasson, Apoiogies were received from Crs. F. Ward, F. Scott, It. Snell, and E. A. Leaver. Mr J. A. Flesher advisexl that Mr L. \ Paimer was prepared to dedicate land for the purpose of roundiag off tho corner of Palmer's road and River road provided the Council fenced the corner and constructed a Bide channel to mark out the footpath. It was decided to accept the offer. The Department of Labour drew the Council's attention to section 15 of the Shops and Offices Act, 1521-22, which requires the Council to hold a special meeting in the month of January for the purpose of deciding what working day in the week shall be the statutory half-holiday in the borough. Miss F. E. I/awry wrote declining the Council's offer of £75 for a piece of her land tit South New Brighton, required, for bridge approach purposes. It was decided that' the necessary steps he taken to aoquiro the land under the Public Works Act. Mrs 0. Nohelty stated that she is not in a position to comply with the Health Department's notice in the matter of her installing drainage on her property at the present moment.—lt was agreed that no action shtoild b» taken at present. Mr C. H. Agar offered the sum of £7 10s for a 40-foot site on the north side. of the Pier for a term of twelve months.— The offer was referred to the Summer Programme Committee.The Works Committee's report stated that it had been decided to go with the work of filling up round the round-about in tho children's sports ground. Pleasant Point Domain, and to inspect other work asked for by the Sciith New Brighton Gala Committee, and South Brighton Progress League. Tho Mayor and Cr. Gshag-an and Langford and the overseer report generally on culverts in the borough needing attention.—The report was adopted. The Finance Committee teported :—That the Municipal Elect ricitv Department had esked for permission to erect a. sub-station at Osborne terrace to be constructed in pollite. Cra. J. C. Scott and Shaw were deputed to interview Mr Hitching* re this matter. The City Council wr;te regarding the endorsement of drivers' licenses -when the holder desires to ply for hire. The letters were handed to Cr. SneJl, who is to interview the City Traffic Inspector and report. In the matter of the proposed bridge to be erected in place of tho present tramwav bridge, the Chriatchurch Tramway Board wrote agreeing to pay for Ihe coat of removing the present structure, and asked that tenderers be requested to submit separate prices for removal of the bridge. The committee recommends tha| the" Council instruct Messrs Toogood and Jones to call for tenders immediately, and in such a. manner as to aive effect to the Tramway Board's wishes. The. report was approved. Cr. Langford drew attention to the increased drifting up of sar.d on tho north side of the pier. It was agreed that the niatt»r should be attended to. SUMNER. A meeting of the above Council was held last night. Present—The Mayor (Mr W. H. Nicholson), Councillors H. W. Harris, C. I. Denhair, B. .T. Agcr, and H. C. S. Jamieson. Apologies for absence were received from Councillors Cooper, Johnson, Tutill, and Holden. Having considered the plan of subdivision of land fronting Cliff street, the committee recommended that, tho owners be informed that the Council cannot approve of the same. The ' financial statement showed a bank balance of £3845 5s I<l at November 30th and accounts amounting to £132 10s Cd were recommended for payment. It was decided to send letters of appreciation to Messrs Dean and Roßie thanking them for their action in granting pieces of their land at Clifton, thereby enabling bad corners to bo improved. ASHBURTON. At the fortnightly meeting of the Ashburton Borough Council held last evening, there wr-re present the Mayor (Mr It. Galbraith), and Crs. W. H, Woods, R. M. Dun-Jo-,i. John Watson. i\ Z. T>. Ferrircan, W. (i. Killier, F. W. Seldon,' .T. Donn, W. H. Kobinson, R. Kerr, and R. A. Collins. The financial statement showed that the receipts since last meeting amounted to £745 0s 6d. A letter was received from the Ashburton Sports Association stating that it had accepted tho Domain Board's offer of a total rental of £126. Tho Association had made the desired alterations in the assessments of

tha St. Stephen's Club and the Croquet Club. In his report the borough foreman recommended that tho Council hand back the control of tho water-race on Walnut avenue to the County Council. Tho race was a sonrco of expense, and the Borough Council derived no benefit from it. Three months' notice was required.—Referred to the Works Committee. N The Borough School Committee applied for an extension of the time allowed by the Council for tho use of free water for its swimming baths.—The letter wag referred to the Water Supply Committee for a repott. The British Imperial Oil Company was granted permission to erect bulk store tanks

on the corner of Bast street and tho NorthEast Belt. It 'was decided that all outstanding rates after January 20th. incur a 10 per cent, penalty. Tho tender of Mr J. Thompson for supply and laying of hifh-pressure water main extensions in Nelson street for £BS 8* 6d was accepted.
