DISARMAMENT.
INVITATION TO U.S.A. (BY CABLE—PRESS ASSOCIATION— COPYRIGHT.) (AUSTRALIAN ANB N.Z. CABLE ASSOCIATION.) (Received December 18th, 8.25 p.m.) WASHINGTON, December 17. "Any certain hope of the complete solution of the disarmament problem lies in its consider ti on in its entirety, and with the co-operation of all nations," the Council of the League of Nations declared in an invitation to the Un'ted States to participate officially in a preparatory Commission at Geneva to shape plans for such a conference. The document was made public on Thursday night by the State Department without comment. Some of the subjects mentioned in the invitation are factors upon which the war-power of the country depends: whether the ultimate war strength or peace strength should be considered in applying disarmament measures, various forms of limitation of land, sea, and air forces, possibility of ascertaining whether a country is armed purely for defence or in a spirit of aggression.
