It is officially stated that M. Briand has agreed to form a Cabinet. M. Briand's solution of the financial policy consists of the appointment of a Consultative Committee, comprising eminent financiers, commercial and industrial leaders, and bankers. After pourparlers wHTeh lasted all day, M. Briand virtually succeeded in forming a Cabinet, wherein ib is forecasted that, in addition to the Premiership lie will take the Foreign Affairs portfolio, 'M. Loucheur Finance, M. Painlcve War, M. Georges Eygucs Navy, and M. Leon Perrier Colonies.
Radicals Secure Portfolios. A later message states: —The final composition of the Cabinet is announced' and confirms the portfolios already cabled. It is a coalition of the Left and Centre Parties, excluding the Socialists. Tbo Radicals get tho lion's share of the portfolios. M. Painleve's innovation, dividing the Ministry of Finance between' the Ministry of the Treasury, and the Ministry of the Budget has been discarded. M. Loucheur, whb'is a Radical, will be the sole Minister of Finance. Radicals and Socialists. M. Briand agreed to form a Cabinet following aft. anxious day during which M. Herriot failed and M. Sarraut, Minister of Colonics, declined President Donmergue's request on the ground of ill-health. The President also consulted M. Casals, President of the Radical Socialists. Newspapers generally are gratified with M. Briand's consenting to form a Ministry. It is - anticipated that there will be a speedy fulfilment of the task, as he is the best man qualified' to rally the greatest number of Republicans in .the two Chambers. The Radicals are furious with the Socialists, whom they accuse of smashing the L~eft Cartel. ' FRENCH EXCHANGE IMPROVED. (XXCTSB't tBLSSBAXI.) LONDON, November 27.
