Figures compiled by the Department of Immigration show a marked reduction in the number of immigrants to Canada. It is understood that the Government is negotiating an agreement with the British Government, under which it hopes to 6ecure an increase. This agreement calls for further aid to settlers and holds out other inducements on a larger scale than previously, the details of which will probably bo announced after the opening of Parliament. It is believed it will bo an enlargement of the 6chemo under which the British Government has assisted intending settlers, while the Canadian Government provides the land. Another new policy will be operated in co-operation with the railway companies, which are now empowered to grant certificates to immigrants, certifying their suitability tor agriculture or 1 other proposed industry, which formerly were only obtainable from Government officials, but the Department of Immigration 6till conducts the health and financial tests.
