RUGBY UNION.

IMPERIAL ADVISORY BOARD NEW ZEALAND'S CLAIM. ' (raoit ons owir cobrespondint.) LONDON, August 6. A letter of protest against the refusal of the International Board to agree to New Zealand's scheme for an Imperial Rugby Advisory Board with proper representation of the Dominion Rugby Unions has been received ty the English Rugby Union. In the ordinary course of evonts this letter would not have been published, for the English Rugby Union do not make their business public. It is suggested, however, that the New Zealand Union probably sent a c'opy of the letter to the New South Wales Union, and that it was published in a Sydney journal. The contributor to the "Westminster Gazette",, read the letter in the Australian paper and distributed it to all the principal London and Provincial newspapers. 9 Contrary to custom,- Mr C. J. Wray, New Zealand's representative on the English Union, did not receive a .copy of the letter from the New Zealand Union, and the first he knew of it was when it appeared in print ,in London. It will be remembered that at the Imperial Rugby Conference held in London last December, Mr S. S. Dean and Mr S. F. Wilson, the New Zealand representatives, and Dr. L. G. Brown and Mr A. C. Wallace, the Australian representatives, strongly supported proper representation of the -Overseas Unions on somo sort of Imperial Rngby body. * Recommendation Wasted. The New Zealand Rugby Union's letter states:—"We feel that the Board has recognised the principle that the Dominions Bhould be consnlted more frequently, for it has recommended a triennial conference." After setting out objections to this, the letter proceeds:—we feel now that the Advisory Board has been turned down, neither South Africa, New South Wales, nor New Zealand is having its true status recognised. We feel that each of these countries has proved its right to at least a junior position on the International Board, or a voice in the control of Rugby. We ourselves have not the slightest desire to dominate; all we require is recognition—the right to speak and vote. "At present our status, with our roll of 60,000 players, is only equal to that of a club in England 1 It -will curelr be- admitted by everybody that this is not in keeping with our true position." The letter concludes with a hope that something will be done ' 'to enable us to retain affiliation with your Union—a sentimental bond which we trust there will never be cause to sever."

In presenting this letter to the "Westminster Gazbtte" ,the ;correspondent remarks : ' i "It is only fair to Ray that the English Rugt-y Union has always been sympathetic towards the claim; the real stumbling block is a certain die-hard clement in the International Board. It was this element which greatly offended the French Rugby Federation by- refusing to. allow France to take part in the Rugby Conference held in London last December." An Official View.

Mr G. H. .Harnett, who has long been officially connected with tho executive side of the Rugby Union, holds very definite views concerning the aspirations of the Dominions. The Rugby Union Committee contains three representatives of the Overseas Dominions—Dr. L. G. Brown, M.C. (New South Wales). Mr V. H. Cartwright, D.S.O. (South Africa) and Mr C. J.. Wray (New Zealand). "Wby," remarked Mr Harnett in an interview, "should not these gentlemen be empowered to elect one of their number each year to serve on the International Board ? Or will each Dominion wish to have its own representative on the Board? Then what about France! But if France gains admission, then every country which plays 'Rugger' will aim at having a place on the Board, which would thus become a large and somewhat unwieldly body. In any cose, the main problem at present concerns the representation of the Dominions. Tremendous interest is t-eing taken in the question all over the Empire, and the decision •-will bo one that may well bring about many important and faT-reaching results. I strongly urge on the authorities to listen carefully to the invitations from New Zealand, and endeavour to send out another team as soon as possible. Otherwise, we shall be playing into the hands of the League in New Zealand. Tho selectors of the four Home Unions, when selecting the International sides next season, should choose only those players who would, if invited, be able to take parti in the next tour to New Zealand.' 1
