♦ POLICE COMMISSIONER'S REPORT. (BY CABLE— PRESS ASSOCIATION— COrYBIGHT.) (AUSTRALIAN AND N.Z. CABLE ASSOCIATION.) MELBOURNE, August 13. Dr. Argyle, Chief Secretary of Stato, addressing the Protestant Federation Convention, said that tho causes of youthful delinquency were, according to the report of tho Chief Commissioner of Police, decay of hon;e-life, want of moral and religious training and picture shows of an unsuitable nature. Dr. Argyle added that the Government was introducing a Bill to control, very definitely, influences for evil spread by certain types of moving pictures.
