(Received August 9tli, 5.5 p.m.) LONDON, August The report by tho neutral commission appointed by the League of Nations to enquire into the Mosul frontier. recommends the union of the whole territory of Iraq, conditional on its remaining under League control for 25 years. If League control is not maintained it would bo advantageous for the territory to remain under the sovereignty of Turkey, whos9 internal and externa] conditions are incomparably more stable than Iraq's. In tho event of the League Council deciding to split up the territory, tho commission recommends a frontier approximately following the line of the lesser Zab, which leaves Mosul itself within Turkish territory. The final decision rests with the League. The political correspondent of the "Daily Telegraph" states that the Mosul report is characterised by its anti-British bias. The suggestion that Britain should remain in Iraq for a score of years or the return of a largo, rich portion to Turkey, is bound to embarrass tho British and Iraq Gorernments, and to benefit Turkey or possibly some foreign, or oil, interests.

Since then it has been making enquiries in Asia Minor, part of the timo (being spent under canvas, travelling through the desert country accompanied by an escort provided by the Turkish and British Governments. From Constantinople the Commission went first to Angora, ana afterwards visited Damascus, Bagdad, and Mosul.
