A statement published in the Berlin Press purporting to give the views of Dr. Luther, Chancellor, regarding the now Allied restrictions on German aeronautics, says that the restrictions are not concerned With military questions, but solely dictated with the object of throttling German competition. Dr. Luther is reported to have said that restrictions would not be accepted because they sought to impose conditions not authorised by the Treaty. Cabinet, therefore, would bs freo to make what decision it pleased.
