A Boston telegram Bays that a request for three additional Navy destroyers and a seaplane, to copo with the ships returning to Hum Row, off Cape Ann, and Boston Harbour, has l*>on Bent to Washington >by tho divisional chief of the coastguard. Tho smugglers' line, 22 miles off shore, has now grown to .twelve vessels, including seven British and one French.
