BOROUGH COUNCILS.

KAIAPOI. The fortnightly meeting of the Kaiapoi Borough Council was held last night. Present: The Deputy-Mayor, Cr. J. Bryden, Council iocs H. C. Revell, M. Ramsay, A. Gordon, R. F. Joyce, F. Thome, G. Forrest, and J. Hirat. Messrs Pappiill, Salter, and Gxeeson wrote submitting the following leases for approval and execution: Section 45, to Mr A. Y. Whitta; Section 69, Kairaki, to Mrs A. Beay. The leases were approved. Mr H. F. Xoogcxxl (Wellington) wrote with reference to his inspection of the borough roads, and suggested that levels be taken, and that the be examined for grade, and foundation. When that information was obtained a reading proposal could be projected with some that Mr Toogood's offer to carry out a survey be accepted. Councillor W. B. Scott, who has left Kaiapoi, wrote applying for leave of absence during the remainder of his term as councillor, and expressed regret that he -was unable to take formal leave of the Council. , Leave of absence was granted. The secretary of the Lyttelton Harbour Board worte advising that the election | of a member to represent the combined • districts of Kaiapoi and Rangiora Hor-ou°-ha Rangioia, Eyre and Oxford Counties would take olace on April 29th, the Kaiapoi Borough Council being the principal authority' for ' the purpose of the election. . „ . , . . The secretary of the Waimakann River Trust wrote with reference to the removal of willows from the bank of the river adjacent to the Hilton street and Mafeking bridge. He stated that the area had been inspected, and it was considered that no damage would be done to the hanks of the river by the removal ox the trees. tend an inspection of the port of Lyttel-. ton on April lso. The Mayor and Councillors Bryden ana Joyce were appointed to attend the function. The District Electrical Engineer, -fublic "Works Department, wrote stating that the Department was now prepared to commence the erection of the borough reticulation with a view to giving a 3000-volt supply at Cam road, 3nd asked the Council to assist in negotiations for the purchase of land for a sub-station site in that locality. If Eyre County 'was willing to pay the borough for the lights, the Department' would not include them in the annual charge to the County for street lighting. The matter was referred to the Lighting Committee. ' The Riccarton Borough Council wrote forwarding a resolution adopted with reference to the Main Highways Act, as affecting cities and boroughs, end asked the Council to support somu. It was decided to support the resolution. The Reserves Committee's report was adopted. . The committee appointed to scrutinise the petition of raterrayere asking for a poll on thfS statutory half-holiday question reported that 28 names had been Btruck off, leaving 300 valid signatures, which was more than uie required number, and the legal opinion was that the petition was in order. The report was adopted. On the motion of the Deputy-Mayor, the Council expressed its sympathy with the Prime Minister in his illness, and it was hoped that he would soon he restored to his usual health and vigour.
