FRANCE AND BRITAIN CONFER

PARIS, February 15.
According to "Lc Matin," Mr Austen Chamberlain and M. Herriot are seeking to adjust the present difficulties by means of a pact constituting a compromise between the treaties of alliance and the Geneva Protocol. It is intended that all countries bordering on Germany and finally Germany herself shall adhere to the pact, but at present the negotiations are restricted to France and Great Britain.
When the pact is finally drawn up, the signatories will api<roach the League of Nations and say that any act of aggression by Germany, on any point of the frontier from the North Sea to tho Adriatic, will be regarded as an "act of aggression against us all." Germany would bind herself to ?e----frain from any act of aggression.
The pact is to be ratified by the League, which would then seek to extend its provisions throughout Europe and eventually throughout the "world.
• The Dominions are not to be asked to intervene early in the discussions, but simply to raise no objections and to examine the solutions of the problems affecting the parts of the world interesting the Dominions.
