Amcry, Secretary of State for the Colonies, in a speech at Liver-' pool, said it was essential to take eyery measure to develop inter-Imperial shipping which was the most valuable part of our shipping. If by a method of shipping Britain developed her resources as America had developed her far smaller resources, every section of the Empire would develop more amazingly than the United States developed in the last generation, and British shipping would grow proportionately.
