MUSSOLINI'S PLAN.

The "Meßsagero" Bays that Signor Mussolini has informed various Fascist Deputies that his recent electoral reform announcement was not made because he desired to compromise with his enemies. "It is not my habit to make compromises with anyone/' he said. "I proposed electoral reforjn on my own initiative. It is part of a plan of reform,! have in mind, which I intend to carry out from-time to time. The Matteotti trial will take place. I have nothing to fear, and justice will be done.."
