Discussing the ease with which habitual criminals earn, money, some upon release having drawn as much as £.450, the Attorney-General said that under the Act it was provided that habitual criminals should be required to work at some trade, and the products of their labour sold, the prisoner to receive not less than one-half of the net proceeds of the sale.
