Mr Asquith's letter has dashed tho hopes of Government circles that, tho Liberals would tacitly support the existing text of the Anglo-Russian Treaty.
While seeking to amend such of its provisions as are not acceptable, tho Liberals hope tho Government will revise or elaborate its plan for a Russian settlement before tho issue reaches a crucial stage in tho Commons. It is suggested that tho Government should rcsumo the Anglo-Soviet negotiations as a way out of the impasse.
