The Grand Duke Cyril, the late Czar's cousin, who proclaimed himself Emperor of all the liusaius, has no immediate intention of claiming ths throne.
The proclamation was made on the advice of eminent Russian exiles who say they must have a Czar "around whom ail Russians who love their country can rally."
