MR ASQUITH ON THE RUSSIAN TREATY. (DS CABUS—PftJJSS ASSOCIAWH-rCOrYaiaHT} (gEUTSS'S" T?LEOSAU3.) LONDON, September 21, Mr Asquith (Leader of the Liberal Party) has added his voice to the condemnation of the Russian Treaty. In the course of a letter to a correspondent, ho especially condemns the projected loan as unprecedented in British history, while tho Treaty generally settles nothing but loaves tho whole future to a chapter of accidents. Mr Asquith is of opinion that AngloIliißsisn relations cannot be put o» businesslike lines, secured by adequate safeguards, by crude experiments in nursery diplomacy.

The Council of People's Commissaries has appointed MM, Preobrajenslsy, Goiohbarg and Reingold members of a Commission, provided under the AngloSoviet Treaty, to examine the claims of British nationals for compensation for loss or injury.
