PEKING, September 21
General Wu Pei-fu, "super-tucbun" and leader of tho Chihli party, has declared his determination to subjugate General Chang Tso-lin and eliminate him as ruler of Manchuria, and to reestablish the authority of the Central Government,
He is preparing an army of 200,000 with four squadrons of aeroplanes and combined navies to attack Chang.
Official despatches report that Government troops near Chao»yang shot down aii enemy aeroplane and that threa of General Chang Tsa-lm's companies have gone over to the Government forces, pear Chac~yang,
A so-called independent na»yy sailed from Shanghai to-day io join General Wu Pei-fu's northern fleet. The Che-kiang forces have shortened their Hwang-tu-Liu-ho front, establishing a new front at Kashang, along the Shanghai-'Hangchow railway line, General Lu rejected tho peace evor» tures made him. After a temporary lull fighting broke out again to-night.

The independent fleet which has gained from Shanghai to join General Wu Pei-fu's northern fleet consists of a cruiser, iwo gunboats, and two destroyr erg, hitherto controlled bv Lu Yunghsiang.
