Tiie Committee appointed to consider the establishment of an international institute of mtellecfual co-operation, on the basis of the French offer of the Chateau of Vincennes a3 headquarters, witli an annual allowance cf a million francs, decided to accept the offer. \fr M. 'Charlton (Australia) vigorously opposed the proposal on the rrround that, the institute would lose its essential international character i" located in Paris. He advocated its establishment in a neutral country.
