A TURKISH CLAIM. <BT CABLE—PHB6S ASSOCIATION— COPTEIGHTj : (teSTMLUN . XND H.Z. CABLE ASSOCIATION.) (Received September 21st, 11.40 p.m.) GENEVA, September 31. The Council of tho League discussed Mosul. Fethi Bey claimed that the whole vilayet of Mosul rightfully belonged to Turkey and strongly urged a plebiscite. - Lord'Parmoor replied thsit a plebiscite was impossible in view of tho nomadic character of the population and that it was likely to provoke disorders. Great Britain could not return the Mosul district to Turkey on account of her pledges'to Irak. Furthermore, the districts contained in the mandated territory, were entrusted to Great Britain by the who slone could modify tho mandates. The debate was adjourned.
