Addressing the economic section of the Toronto Congress of fhe British Association for the Advancement of Science, Professor J. R. Commons, of the University of Wisconsin, said that unemployment insurance has reached its limit. * . ' It was felt that tho recent and vivid experience of unemployment had directed many leaders of Labour and business to the importance of either smoothing out the curve of unemployment, or smoothing out tho curve of daily wages. The two problems, though different, were related.
