Patriotic demonstrations were held all over the country in honour of the fifth anniversary of the foundation of the Republic. President Ebert, addressing a demonstration at Muenster, declared that only with the ideal of liberating their brethren in the Rhineland before them could they find strength to undertake the heavy burdens involved in the Dawes plan. FRANCE IN THE RUHR. EVACUATION PROPOSALS. i (&XUTKR'B TELr.GIU.HS.) PARIS, August 10. That a hitch had arisen at the London Conference in connexion with the date of the evacuation of the Ruhr, is asserted by French correspondents in London. The "Ere Nouvelle" says that General Nollet's plan for evacuation created such a stir that M. Herriot returned to Paris to consult Cabinet with a view to securing a precise definition of the French Government's viewpoint. "Pertinax" described M. Herriot as astonished at the attitude of certain negotiators who consider Franco's decision to abandon the right bank of the Kulir as definite, but refuse to compensate France in the slightest for that step. Later. M. Herriot, General Nollet and M. Clementel left for London to resume the Conference. The evening papers confirm the statement that Cabinet has approved the policy of withdrawing Franco-Belgian troops from the Ruhr at an early date, provided Germany gives satisfactory proofs of her intention to fulfil the Dawes plan. M. Poincare, in a speech to-day, insisted that Germany's word cannot be trusted. France must remain on her guard.

FRENCH POLICY. M. HERRIOT'S TRIUMPH. (jtXTTTZB'S TBLEGBAKB.) PARIS, August 10. An official statement of the proceedings of Cabinet supports the earlier impressions that M. Herriot (Prime Minister) and General Nollet (Minister of Defence) disagreed at London, but the Prime Minister's policy has triumphed. . | General Nollet urged Cabinet that the evacuation of the Ruhr should depend on the execution of the Dawes report, and tho achievement of Trench security based on military control of Germany plus her disarmament. M. Herriot recommended that the Kuhr should be completely evacuated when the Dawes plan was put into operation. Marshal Foch, who had been specially summoned, sided with M. Hernot. When President Doumergue and several Cabinet members expressed similar opinions, General Nollet subsided. An unofficial version states that Cabinet is disposed to complete the Buhr quittance in 12 months instead of in two years. M. Herriot expects the London agreement to be complete on Friday, but he will not sign unless the Chamber of Deputies votes confidence m him when it reassembles on Auguat 20th - * A semi-official statement says that M. Herriot stated that the London conference would be succeeded by another to discuss inter-Allied debts in the second half of November after the American election, so that the United States would be able to participate. The economic question is foreshadowed to form the subject of further conversations between interested Governments, also questions relating to disarmament and the pact of mutual guarantees.
