Others deduce that M. Tlerrioi-'s and General Nollef's week-end visit 1 -"> Paris indicates French dissension. Tho diplomatic correspondent of the "Daily Telegraph" r-nya that General NolUsl wants to subordinate evaonation to some kind of security pact. M. Herriot realises that this would be contrary to tho Franco-Belgian contention throughout the occupation, that it was undertaken for reparations and nob security. Semi-officially it is announced in Paris that M. Herriot simply desir«s t ) discuss the prepress of negotiations with the Frencli Cabinet It is learned that all political prisoners in the hands of Franco-Belgian authorities in tho occupied portions of Germany will now bo released.
The Cabinet, after a meeting lasting three' and a half hours, announced that MM. Herriot, Clementel, and Nollet had received the Council's unanimous and complete approval of their conduct of the negotiations at the London Conference.
REPARATION PAYMENTS. AMERICA AND ALLOCATION. (bi cable—mass association—corrsinHrj (BZUTES'S IEtiBOBAMS.) WASHINGTON, August 8. The United States will bo represented officially at any meeting of Allied Finance Ministers which may consider the allocation of German reparation payments as a result of the Intor-Allied Conference discussions in London. AGREEMENT SIGNED. (REUTER'S TELKGHAKB.) (Received August 11th, 12.55 a.m.) LONDON, August 10. The Reparation Commission signed an agreement with the German Government relative to those parts of the Dawes scheme which aro within tho competence of the Commission, with a proviso that if the London Conference fails the agreement, becomes void. Tha Reparation Commission is going t) Paris forthwith. INTER-ALLIED DEBTS.
