At the opening of the South Australian Parliament, the Governor's speech forecasted an increase in th<* incotpo tax exemption and a reduction in membership of the Assembly from 48 to 35, to be elected under a syßtem of preferential voting. Steps are to be taken to create a State insurance fund, and tho Government ia considering the question of providing legal aasistanee for poor per* sons. All possible steps are to be taken to raise tho standard of education and to prevent overcrowding in schools.

Tho Governor's Speech indicated that tho poliey of immigration and land settlement, combined with development of natural resources, was of paramount importance. The group settlement system, which now totals 124 units with a population of 8776, will be continued.
