FURTHERING FRIENDSHIP. (BT CAM*-PBXBS ASSOCIATION QOPMIOBTj (BBOTBB'S mjSOBAMS.) TOKYO, July 17. The TTpper House passed the Supplementary Estimates and the Bill providing for a 100 per cent, luxuries tariff. It is believed the tariff will be effective from the date of promulgation which at present has not been fixed. The Diet has also approved the appropriation of 0,500,000 yen for the establishment of an institute of culture and a museum at Peking and Shanghai respectively,- for the furtherance of biuo-Japaneae friendship.
