ON "RUM ROW."
A RESIDENT DOCTOR. f AUSTRALIAN IN SEARCH OF ADVENTURE. (ST CABLE—FRXSS ASSOCIATION COSTMIUSiIi) (BSUISa's TELEGRAMS.) (Received Juty 18th, 8.30 p.m.) NEW YGEK, July 17. A "Rum Row" doctor, Roys*wn Foulkes, engaged in the off-slr>re whisky traffic, was arrested by ttie immigration anthorities for landing in the United States without a passpea-t. When it was found that his miridon was on behalf of a sailor near douth, he was returned to tho rum fleet in a coastguard cutter under a- white flag. Dr. Foulkes said he was a native of Sydney, and a graduate in Medicine of. Glasgow and London. He signed on last autumn for the voyage to Bermuda, seeking experience among men of adventures for material in writing fiction.
