The fact that prior to Visoount Kiyoura's resignation Viscount Kato constantly, conferred with the lewters of the Takahashi, Inu-kai, Seiyu-kai, and Kakushin Club parties lends colour to the belief that the new Government, will he a coalitiun. It further believed that tho Ken* sei-ltai party, of which Viscount Katn is the leader, is not 6trong enough to maintain its own Ministry.
