Eeports from Montenegro state that the rebels have cleared the Government forces out of the whole of northern Albania, and have established a Revolutionary Government, at Scutari, under their leader, Eedueb Bey.

The insurgents captured Seutari, and are marching on Tirana, the capital. They have sent anultimatum to the Government, demanding its resignation.
