BOROUGH COUNCILS.

KAIAPOI. The Kaiapoi Borough Council met on Tuesday night. Present: The Mayor!(Mr H. MoIntosh) arid Crs. H. C. Revell, A. Gordon, R. T. Joyce, F. Thorne, J. Bryddn,, G. H. Forrest, J. Hirst,' and M. Ramsay. It was decided that the debentures issued in connexion with the Council's housing loan of £SOOO • from the" State Advances Department be duly signed, and that • the borough seal be affixed to it. Mrs F. G. Taylor's tender for the lease of Section 49 at The Pines was accepted. • An invitation was received from the Lyttelton Harbour Board for councillors to attend an inspection of Lyttelton harbour. Cr. Joyce signified his intention to be present. '

The Housing Committee recommended that the draft agreement for sale andjgpurchase as received from the borough Solicitors be adopted. With reference to tenders received for the erection of dwellings under the Council's housing, 'scheme, the committee recommended that the following tenders be accepted:—Mr J. Anderson's house (A. Pearce); Mr A. Hirst's house (R. Ay ere); Mrs E. Johnson's house (I 1 . Pearce); Mr E. Martin's house (A. Pearce); Mr J. Stewart's house (A. Pearce); Miss McKinley's house (W. Tourell). For ifr G. Dixon's house no tender was accepted,' and it was decided to call for fresh tenders.

The report was adopted. The Seaside Reserves Committee recommended that Messrs P. Fairclough's and G. Banks's applications to lease allotments Nos. 59 and GO, at Kairaki, be granted. With reference to the lease of an allotment at Tho Pines, for which there were two applicants, the committee recommended that Mr W. H. Stark's application be approved. The report was adopted. The Lighting Committee reported with reference to extensions and additions to the borough electrical reticulation, that the Public Works Department were prepared to carry out any work with their staff and -plant, but preferred that the Council obtain any additional ' plant required themselves. The committee reported that 850 meters, a 40 K.V.A. transformer delivered and dried out with oil, and a static condenser and ' equipment had been ordered from Messrs A. 1). Riley and Co.; 650 plug fuses from Messrs Lawrence and Hansen, and 50 jironbark poles from Messrs Redpath. Mr Childs had been authorised to obtain the necessary tools for fixing meters, etc. The committee recommended that the generator and plant in the acetylene gas generator house be removed, and that the interior be fitted up to receive electric plant, and bo benched ready for preparing meters, etc., also that the Public Works Department be written to explaining that now the borough electric loan had been carried, all haste would be made to get the installation of transformers and meters carried out, and the Department be asked to grant the Council ail extension of time on the existing fiat rate in the event of the Council not being able to get the alterations completed by the date of the expiration of the present agreement. The committee recommended tuut an electrical engineer be appointed at a salary of JL'iibO per annum, that a schedule of duties be drawn up, and that Mr H. W. Childs be appointed to the position.
