CHINA TO RECOGNISE. (BT CABLE—PRESS ASSOCIATION COPYRIGHT-) \AUBTBALIAN AND N.I. CABI.E ASSOCIATION.; (Received March sth, 8.40 p.m.) PEKING, March 4. Preliminary discussions between Dr. Wang, the Chinese representative, and M. Karakhan, the Soviet Envoy, indicate that Russia's evacuation of Mongolia will be followed by China's recognition of the Soviet and the formal opening of a Chino-Russian conference here.
