It is explained that the inevitable delay in the French Parliament voting the loan compels Roumania to seek other means of tiding over its difficulties, and most orders for war material have been given to Roumanian industries. This is advantageous both to Roumania and to France; to the former on account of its depreciated exchange, and to the latter because it gives an opportunity to practise another economy at a moment when she is endeavouring to find means to balance the Budget.
