The political correspondent of the "Daily Herald," under tho heading, "Soviet Republic to be Recognised," writes: "There is nothing to justify the assertions that there are any step 3 in preparation for the recognition of tho Soviet Government. Tho stories circulated to the effect that a mission of investigation will be sent to Mobcow are ridiculous. The Government intends no snch step, for the question has been already decided." NOT THIS PARLIAMENT. LABOUR'S CAPITAL LEVY. ("tee hues.") LONDON, January 29. The political correspondent of "Tho Times" says there is good reason to believe that no stops whatever will bo taken in the matter of tho capital levy during the present Parliament. It is generally assumed that in view of tho result of the Genoral Election the levy will not figure in tho coming Budget, but it is thought probable that tho Govornment will announce tho establishment of an Export Committee to discuss tho feasibility of the levy.

Representations have been made to Cabinet from many quarters, howeyer,\ pointing out that even the announcement of a Committee of Enquiry will probably have a disturbing effect on finance and trade at a moment when an improvement is expected.

Cabinet has not yet reached a definite decision, but it is now believed that no steps for the establishment of such a committee will be taken. This of course will not prevent Labour raising the issue of the levy at the next election times. FRENCH COMMUNISTS' HELP. (heutee's tei<j:gbams.) PARIS, January 29. Speaking in the Chamber, M. Marcel Cachin (Communist leader) said the Communist Party would help the British Labour Government in every Way to attain the triumph of the workers' Internationale.
