The quarterly report of the executive of the Dunedin Beturned Soldiers' Association states: The "War Pensions Board does not seem to have grasped the full spirit of the Pensions Commission's report insomuch as it concerns the granting of economic pea-' sSons. The idea underlying this grant •was that if a man, by reason of .'ais disability, could not find suitable work, or could not retain that -work, lie should be compensated for his economic loss. At the same time it was understood that the Pensions Department would endeavour to plaee disabled men in employment. "We have yet to learn of any man for whom the Pensions Department has found employment. The need for the Pensions Appeal Board has been strikingly demonstrated during the first sitting of the Board, when fully 50 per cent, of the appeals presented were upheld. Too much emphasis caimot be laid upon the fact that appellants should arm. themselves with every scrap of evidence, medical and otherwise, which has any bearing upon their appeal*
