CONFERENCE OF DELEGATES. MANY MATTERS DISCUSSED. (PBESS ASSOCIATION TELXGHAII.) "WANGANUI, Jamiary 23. A conference of delegates attending the swimming championships was held to-day> Mr "W"'. E. D. Bishop (Chriatchurch) presiding. There "were present—Messrs D. Mulvill, J. Boggs (Auckland), E. D. Berry (South Auckland). H. Le Bas, C. L- Crooes (Hawke's Bay), H. J. Parsonage (Manawatu), J. Rcid, A. iluller fWanganui), V. Allen, V. X. Beasley (Wellington), C. Atkinson, D. Coulter (Canterbury), F. J. Dunn (South Canterbury), F. Dunn, jun., and B. O'Neill. The following- remits were dealt with: Hawke's Bay—That sub-rule 12 of rule 33 by repealed, and in lieu thereof the following be substituted : "All measures passed by tho conference shall be given effect to by the Council of the N.Z.A.S.A." Mr r Le Bas said that anything passed by the conference should become law. Mr Dunn said the object of the conference was to recommend to the Council what was considered best for swimming, and tho idea of the conference was to advise. Mr F. J. Dunn said the intention was to make the conference the contro:llng body of swimming, and that would result in chaos. The Council controlled the v.'-'- o'e vf New Zealand, and had; to take a. outlook. It was necessary that, the Council should have the right of veto. The remedy lay in the delegates' own hands, as. they" were represented on the Council. If they were not satisfied in tho Council they could change their delegates. For 51 weeks in tho 3"ear they seemed to be satisfied with tho Council. Mr Allen said it appeared" that some delegates had not played the game with their centres. If the centres kept their delegates np to scratch there would be no trouble, Mr Atkinson said live centres did kee.p in touch with their delegates. He would like to see a remit later: "That a centre ahould have a minimum number of clubs before having representation." Mr B. O'Neill said they couldi not take out of the hands of centres the power of controlling tho sport. There was no way of giving effect to the remit without doing away with the centres. The remit was withdrawn. Records of Centres. Hawke's Bay moved—"That the Council of the N.Z.A.S.A. supply all centres with a complete schedule of all alterations or amendments which have been made t-o the rules, as published in the official handbook." Mr O'Neill explained that the matter was receiving attention. Mr Berry said when records were passed and new standards established, a leafletshould issued to the centres with information. The remit was carried. Government Assistance. Hawke's Bay moved—"That in view of the work done by the Association in encouraging and promoting interest in swimming among the children in the schools of tho Dominion, tho Council at once take such steps as may be necessary to obtain an annual Government grant from the New Zealand Government." Mr O'Neill explained that stops had been taken to get an annual and" satisfactory grant from tho Government. Afembera should impress the matter on. their own Members of Parliament. Mr Mulvihill said it was essential that the grant should be increased. The chairman said it was now for centres to decide on an organised appeal through school oommittees and Members of Parliament. The delegates agreed to take action on the lines indicated*, and a committee was set up to prcpa.ro a scheme for tho proposed campaign. Beverages at Functions. Wanganui moved: —"That in the in. -sts of youthful mdinbers of swimming clubs in their home town and travelling representatives, tho 'beverages used at any functions held ■under the auspices of the. Swimming Association bo confined to those that are strictly non-intoxicating." Tho chairman considered the remit should not be sent to the Council. Mr Beid said the remit was sent on to tho conference as a matter of courtesy. Mr O'Neill said the remit was unnecessary, as the greatost care was always taken of tho younger members. Mr Beasley moved as an amendment—"Tha i in view of the care taken of the young ewimmers, the remit was unnecessary." The amendment waa carried. Intermediate Classes. 1 "Wellington moved—"That the intermediate class be abolished and the junior age raised by two years." In moving the remit, Mr Beasley eaid the championship ♦programme was too big, and should be cut down. No practical results had been achieved by the introduction of tho t intermediate class. Mr. Allen said they should revert to two classes. New Zealand was tKa only country! with three classes, and by cutting the class out the championship meeting could bo covered in three days. The remit wa3 lost. .Length of Baths. v It was moved —"That it be a recommendation to tho Council to disallow any national championship to be contested in a swimming bath under 33 l-3yds in length." Mr Beasley, who moved tho remit, said there wa3 no local feeling in the matter, but it was felt that a bath 25yd3 long was too short for national championships. As to depth, baths should comply with the rules of diving. At present polo in a shallow bath was 'very awkward. Usually there was more accommodation where there was a larger bath. Mr Beasley eaid they wanted to leave it to tho Council, and they did not want to debar a centre like Wanganui. Mr Keid asked if they wanted to cut out all places but Auckland' and' Wellington. Mr Mulvihill said what was wanted wa? to get rid of heats in the long distance races.

Gaoiteruury moved: "That the 1925 cham■pionabip meeting bo allotted to Chxistchuich." Hawke's Bay moved: "That tho 1925 Now 7-q.i ln.nH championship meeting bo awarded to the Hawke's liuy Centre." A vote was taken &nd by 8 "votes "to 6 it -was decided to hold tho next championships at Christchurch. iLr Keid moved tho matter bo held over for 12 months, tha Council in the meantime to draw up a schedule allocating championships for J ltd years. This was agreed to. Canterbury moved: "That tho Council ruling providing a GCv-iO per oent. basis for tho championship was unfair to the centres." Hawke's Bay moved: "That the profits of all national championship meetings ba divided in-Ahe following proportion: 75 per cent, to tho centra conducting tho meeting, and 25 per cent, to tha Council of the

Mr i l . Gunn, jun., said tho centres had to supply revenue for the Council, and they could not afford to stop their educational work as it would bo suicidal. It was admitted that centres should get some profits. Other athletio controlling bodies took all the profits, and the revenue irctm national championships should be devoted for national and not sectionaJ purposes. The New Zealand championships were not local affairs. The Council's revenue lost year was £IOB 13s 2d with £IOO additional from the Go vermenfc. The sum of £l3O 4a 6d was spent on educational work. Canterbury moved: "That tho junior hoys' 440 yds championship be deleted, and that a 220yda championship be substituted, and that the BSoyds boys' championship (intermediate) be deleted and a 440 yds be substituted."
