The trouble is the population is clotted. In China to-day six-sevenths of'the population are living in one-third of its area. This is due to lack of railways and poor roads. Tho Chinese have crowded themselves together in a small area, leaving many thousand square miles of land abounding ine rich resources undeveloped and sparsely populated, thus creating the impression abroad that the country is over-populated; thus states a recent economic survey made by the American Bankers' Association. The over-population problem is really a transportation problem.
