NEW CABINET FORMED.

Dr. Marx, of thc Central Party, has formed a Cabinet, in which ho is Chancellor, Herr Jarres, Minister of the Interior, Dr. Ton Gessler, Defence Minister, anil Dr. Stresemann Foreign Minister. The new Cabinet is approximately the same in character a3 the last; except that it contains more representatives of parties on tho Right. The new Government will rely on the support of the Centre, German Peoples' and Democratic Parties in the Reichstag, and the Socialists are expected to be benevolently neutral, as they have no desire for a new crisis, which would result in the dissolution of the Reichstag. Thc Opposition will consist of the German Nationalists, therefore the Cabinet will not have a majority in the Reichstag; but if the Socialists are quiescent, the Cabinet should continue until the elections next year. A numbre of papers liave taken, up, in a sensational manner, yesterday's statement in regard to German disarmament, assuming that it was an official statement evoked by enquiries with regard to reports from Paris and Berlin attributing certain statements to General Bingham, head of tho central section of the Allied Military Commission. Herr Hector Merz has succeeded Dr. Mattlies as Prime Minister of the Provisional Government of the Rhincland Republic. It is stated that Dr. "Matthes, in a letter to M. Tirard, French High Commissioner, admitted that his administration collapsed becauee it consisted mainly of dishonest and incapable persons. Advices from Cologne state that Separatists who were arrested in the British zone were sentenced to six months' imprisonment for being, in possession of firearms. The President of the Court said that the Court was not prepajed to give judgment on political questions, but the British could not tolerate the entry of fully-armed men into British occupied territory contrary to the ordinances of the Bhineland High Commission. UNEMPLOYMENT INCREASING, BERLIN November 30. Unemployment in unoccupied Germany on November 15 th affected 1,250,000 people, compared with less than 1,000,000 ou October Ist.
