AGAIN THE FASHION.

PARIS, September 28. "Families are again becoming tho fashion in social circles," declared M. August Isaac, deputy for the Rhone Department, presiding at the National Congress of Natality at Marseilles. "Young couples of the middle class are also becoming less opposed to the idea of having children. He urged a heavier bachelor tax, pointing out that a surtax paid by bachelors was applicable to only about 3 per cent, of the total. The surtax on childless couples was also too small.

PROTEST AGAINST TAX,

(Received September 30th, 5.5 p.m.) LONDON, September 29. The Paris correspondent of the "Daily. Telegraph" says the holding ot the Birth-Rate Congress at Marseilles, at which further penalisation of childless couples, bachelors and Bpinsters was advocated, synchronises with an outburst by celibate spinsters, who protest against the outrage of twenty-five per cent, being added to their income-tax because men did not ask them to marry. They sav that as there are more women than men it is obvious that many must remain spinsters. It is disgraceful for the State to stigmatise their condition as a dißgraco by inflicting a fine.
