RICCARTON COUNCIL OPPOSES CLAUSE 5.

A motion protesting against clause 5 of the Christchurch Tramway Amendment Bill, 19-3, now before the Uouso, whs carried at last night's meeting of the Kiecarton Borough Council. Under this clause the Tramway Board is seeking power to allocate the remainder of the £340,000 special loan, "as the Board shall deem fit." Tho Mayor (Mr A, D. Ford) moved that the Council should oppose clause 5 of the Bill. He Baid that one inducement held out to tho people of Riccarton to allow the Riccarton line to be brought under the control of the Tramway Board was that a double track would be provided from the Hospital to Church Corner. This double track was provided for under the loan, and it had been constructed as far as Clarence street. However, he was afraid that if clause 5 went through they would find that they would not get* the double track to Church Corner. Councillor A. P. Fisher seconded tho motion. He said that Riccartoa'a case was not on a par with the extension to South Brighton. The duplication of the Riccarton line was absolutely necessary, especially in view of the establishment of tho trotting track at Riccarton. Councillor H. W. Wise criticised tht policy of the Board. Be said that it was no wonder that the Tramway Board could not make things pay when they provided tramway facilities at Plimpton Park without geoting a guarantoo from the trotting club that they wero going to stay at that park. Oouacillor Wise said that the Council should also oppose the effort that was beus made to have an oxpress ear nut through to Sockbura each evening. It was dangerous to have twenty ears stopping at corners and one going right through. He did not see how aa oxpress car would increase tho xovomßit of the Board. The motion was carried.
