The "Daily Telegraph" on information, from what it claims to be authentic sources, states that the Civil Servants in New Guinea are seething with discontent, and have asked for the appointment of a Royal Commission to investigate conditions. Among the matters allegedly requiring investigation are the administration of laws against natives and the extent-of the control of business seoured by Chinese. lbs allegation is made that tne natives are jetting out of hand.
