♦- MANUFACTURE IN RUSSIA. (by cable—press ASSOCIATION— COrYBIOHT.) (UKITBD BEBYICii.) LONDON, March 6. French newspapers, after investigating in Russia, tloelaro that tile Soviet Government bos concluded a cont.-act with a German group of aircraft designers and manufacturers, who are developing their businesses on a largescale, enabling the- Germans to evade the provisions of the Peace Treaty. The newspapers regard this as a most- serious menace. They believe that the Germans are taking advui.tige of these facilities to evolve giant metal troojjcarrying aeroplanes. The idea, of a Red Army of the Air is said to. greatly appeal to the Soviet Government. The "Echo de Paris" declares that one of the factories, in i barge of Germans, employs 1000 workmen.
