FRANCE'S DEBT TO UNITED STATES.
NO NEGOTIATIONS FOR PAYMENT (By Cable—Press Association—Copyrisr" t.) (Australian ami K.z,. Cable Association.) WASHINGTON, December 7. The Assistant-Secretary of the Treasury, Mr "Wadsworth, informed the House of Representatives Appropriations Committee that the French Government had so far declined to enter into negotiations for the funding or payment of France's war debts to xhe Lnited States, approximately four billion dollars. Mr Wadsworth indicated that France's position was that she could not enter into negotiations until assurances were obtained of prompt German reparation payments.
