This restrictive law offers unlimited scope for spying; for the gratification of petty spite by the laying of information against the innocent; for the gaming oj filthy reward by the contemptible practice of sniffing around other people's houses. Arising out of these possibilities looms that ugliest menace of all—Blackmail. We, the Licensed Trade, have of course nothing to fear from this scheme—which is, needless to say, just another ' subtle dodge to vilify by innuendo.
