CHANG TSO-LIN'S DOWNFALL.
CHINESE PRESIDENT'S' EDICT.
(By Cable—Press Association—Copyright) {Autttaliwi fcnd N.Z. Cablo Association.) PEKING, May 10. The President has issued an edict dismissing General Chang Tso-lin as Governor of Manchuria, abolishing all his titles, and also providing that the three Manchurian provinces that General Chang controlled, and which have hitherto enjoyed special privileges, shall be reduced to a state of equality, with the other Chinese provinces.
