Hue Chinese Legation has received advices that Chow Tse-ch'i, formerly Minister of Finanoe and a prominent bariker, has been appointed ActingPrime Minister of China during Liang's so-c-alled leave of absence, which terminates in ten days. It is not expected that Liang will resume his post unless General iWu Pei-fn's opposition is overcome. Chow's appointment, wfliile not immediately indicative of complete change of Ministry, has had a, reassuring effect in financial and commercial circles. Chow's present portfolio is the Ministay of Education. , -
