A trace has been arranged on the border of County Fermanagh. Details show that the Fermanagh truco does not bind the mutinous Republicans, who hold several positions on the border. (Henler'i Telegram*.; LONDON, April 13. Tha commandants of the Ulster forces in Fermanagh and the Free State forces have agreed to institute a neutral zone in certain districts. Their forces are to be withdrawn several miles, and both undertake to punish their adherents for provocative acts. ! . ' Parts of the Southern border line, however, art held by Mr de Yalera's forces, who do not recognise Free State orders.

The conference convened by the Lord Mayor of Dublin assembled at the Dublin Mansion House this afternoon. No agreement was reached, and the conference adjourned ' until Wednesday. It is officially announced that all parties to the conference desire no interference by way of public meeting?.

The Irish Labour Party hiis issued a manifesto condemning, the reintroducing of militaristic methods, and stating that, it would use all the force at its command to enisure that; the armed forces in the' country would be; amenable, to authority. The manifesto states: —"Civilian authority is responsible to the people. If the country >is to resume warfare we will endeavour to en3uro something worth while for the workers."
