NAVAL CONSTRUCTION.
— * AMERICAN PEOGEAMME. • (By Cable—Prees Association—Copyright.) (Australian, and N.Z. Cable Association.) (Received December 13th, 8.35 p.m.) WASHINGTON, December 12. Mr J. Daniels, Secretary of the Navy,-in his annual report to President Wilson, advocates another threo years of naval building, beginning in 1921 and involving thfc construction of 88 vessels if the United States docs not enter the League or a similar world organisation. The present Navy would be adequate if tho United States does join a body for the prevention of war. Tho report characterises Hawaii as the cross-roads and key to the Pacific, nnd recommends the creation there of a fleet operating base capable or accommodating the entire American Navy with all its auxiliaries.
