The City Council rejected a motion to adopt proportional representation at tho municipal «lectionsi onlj tho , mover and seconder voting in its favour. WELLINGTON, December 10. A proposal to adopt proportional representation in municipal elections was defeated' at the City Council by 12 to 2. Tho Mayor's motion to increase the number of councillors to 21 was defeated by 9 votes to 5.
