The State Department has announced that the United States has informed the Government- of Haiti that the salaries of the President and other officials have bean withheld because .Ulaiti is unable to carry out the terms of her treaties with the United States. Mr Bainbridgo Colby, Secretary of State, has issued an exolanatory statement regarding the action 'of the United States in stopping tho Haiti President's pay. He points out that the United States has been administering the affairs of Haiti owing to the Republic's inability to carry on. its own affairs and maintain its financial responsibility. Haiti, under the United: States' administration, has been thriving, but, owing to the*poliey of the President and other officials, which was contrary to the effort of the United States to _ financially rehabilitate the Republic, it was thought expedient not to disburse their salaries. fTlie Republic of Haiti, formerly a French colony, was proclaimed independent on January Ist, 1804, and is now governed under a Constitution ratified on June 12th, 1918.
